"New guidelines, expected to be approved late this summer with possible modifications, would clarify that the agency can go after bloggers - as well as the companies that compensate them - for any false claims or failure to disclose conflicts of interest," states an Associated Press report. Furious that struggling families are supplementing their income by having housewives write blogs about cooking, or individuals posting political opinions and funding their operation by carrying affiliate links to Amazon books, the new FTC regulations would ensure that "Any type of blog could be scrutinized, not just ones that specialize in reviews," according to the report. The proviso that "any type of blog could be scrutinized" frames this assault on free speech in a wider context that just individuals making claims about products advertised on their websites. The proposed guidelines (PDF) state that "deceptive speech is not protected by the First Amendment," and that "The Supreme Court has repeatedly stated that the government can restrict, or even ban, such speech." Of course, the issue of whether such speech is deceptive will be decided by the government itself. The definition of "false claims" is so loose that it could hand the feds the power to shut down any website on a whim based on the flimsiest of pretexts. How simultaneously dangerous and ridiculous it is that the Federal Reserve is given more authority to oversee the economy. This is the same privately run entity that refused to comply with congressional demands for transparency and disclose the destination of trillions dollars in bailout funds. Schoolchildren are being targeted as the first recipients of a swine flu vaccine currently being developed, despite the fact that swine flu has proven far less lethal than originally feared, killing just 160 people worldwide, a figure dwarfed by the number of people who die annually from the regular flu virus. The World Health Organization increased the hysteria surrounding swine flu last week, raising their alert status to level 6, indicating a global pandemic was underway. "Schoolchildren could be first in line for swine flu vaccine this fall -and schools are being put on notice that they might even be turned into shot clinics," states the report. "Health and Human Services Secretary Kathleen Sebelius said Tuesday she is urging school superintendents around the country to spend the summer preparing for that possibility, if the government goes ahead with mass vaccinations." The last such mass vaccination program to combat swine flu in 1976 resulted in dozens of deaths and hundreds of injuries, after the Ford administration attempted to use the infection of soldiers at Fort Dix as a pretext for a mass vaccination of the entire country. Recently the Plains State ADL Director denounced the 1st Amendment by saying that "freedom of speech does not extend to racist groups, nor give their supporters the right to threaten and intimidate others or commit acts of violence." It is a very dangerous sign when members of the media start calling for rounding up those whose views they find offensive and use a tragedy to support violating the 1st Amendment. The NYC Police Department (NYPD) in unison with the Federal Bureau of Investigation (FBI) carried out a massive almost-covert anti-nuclear exercise codenamed 'New York, you have a problem' in order to gauge the metropolitan promptness in responding to such attacks. According to an AP report on Friday, hundreds of NYPD officers and FBI agents participated in the drill that involved the detection of a gamma-ray emitting device concealed in the heart of the urban area. The group was also accompanied by an elite corps of federal weapons specialists who, under a US attorney general mandate, found a simulated "nuclear device" and diffused it. Commenting on the nature of new threats on the City area including 'dirty bombs' and other unconventional explosive devices, head of FBI's New York office, Joseph Demarest, said, "It's something we're very concerned about." The documents, seen by the IoS, support allegations that Shell helped to provide Nigerian police and military with logistical support, and aided security sweeps of the oil-rich Niger Delta. Earlier this month Shell agreed to pay $15.5m (£9.6m) in a "humanitarian settlement" on the eve of a highly embarrassing US lawsuit. One of the allegations was that Shell was complicit in the regime's execution of civilians. The Anglo-Dutch firm denies any wrongdoing and said it settled to help "reconciliation". But the documents contain detailed allegations of the extent to which Shell is said to have co-opted the Nigerian military to protect its interests. The legal settlement came 14 years after the Abacha government hanged nine protesters, including Ken Saro-Wiwa, the environmentalist and writer, after a charade of a trial in 1995. Though this is indeed cause for celebration, a much greater effort will be needed to ensure the bill is passed into law. Before today, HR 1207's companion bill in the Senate, S 604 The Federal Reserve Sunshine act, had no co-sponsors at all. Ron Paul's Campaign For Liberty has since reported that Sen. Jim DeMint (R-SC) has become the first cosponsor of S 604. "We still have a long way to go before we pass real legislation to Audit the Fed, but this is yet another major step toward our ultimate goal." writes Ron Paul's Communications Director Jesse Benton. "Sen. DeMint is highly respected and one of the most principled conservatives in Washington. Bernie Sanders (I-VT), 604's lead sponsor, is a firebrand Independent progressive. Sources close to those involved with the move have told UK based sci-tech website The Register that the plans will be published before the summer Parliamentary recess in late July. "It's understood that UK officials are now keen not to be seen to be lagging behind their counterparts in Washington," writes Chris Williams. "The UK cybersecurity review is being led by the Cabinet Office, with cooperation from the Home Office, the intelligence services and the Ministry of Defence." Though the UK Cabinet Office has refused to reveal any details of its cybersecurity plans, they are likely to mirror those of the Obama administration. As we detailed in our featured report earlier today, the US cybersecurity system will only make the internet more vulnerable to attack, while creating the framework for a more intensive surveillance grid that will control and regulate every aspect of Americans' daily lives through the implementation of "smart" technology. The legislation would allow the federal government to tap into any digital aspect of every citizen's information without a warrant. Banking, business and medical records would be wide open to inspection, as well as personal instant message and e mail communications. Although the British government recently announced a "climb down" over plans for a huge central database of electronic communications, MPs are still due to consider an extension to the powers of RIPA (the Regulation of Investigatory Powers Act) which currently allows hundreds of government agencies access to communications data. Human rights watchdog Privacy International has argued that such an act would be a dangerous first step towards a "Big Brother" society. Gus Hosein, a senior fellow at Privacy International, recently told the BBC that the latest proposals infringed basic human rights. "The idea that ISPs need to collect data and send it en masse to central government is, without doubt, illegal," he said. Furthermore, secret plans were recently uncovered and detailed in the London Times, revealing how hundreds of millions in public funds have been spent on the development of a mass internet surveillance system. The system is being implemented by GCHQ, the official site of the UK Government Communications Headquarters which is the centre for Signal Intelligence (SIGINT) activities. In an interview with the London Telegraph, Major General Antonio Taguba, the former army officer who conducted an inquiry into the Abu Ghraib jail in Iraq, confirmed the details of his original army report, that the unreleased photos showed rape and sexual abuse of women and minors. "At least one picture shows an American soldier apparently raping a female prisoner while another is said to show a male translator raping a male detainee," reports the Telegraph, adding, "Further photographs are said to depict sexual assaults on prisoners with objects including a truncheon, wire and a phosphorescent tube." Taguba also verified the credibility of eyewitness statements from other detainees that described an American-Egyptian male translator in uniform raping teenage boys. Among the graphic statements, which were later released under US freedom of information laws, is that of Kasim Mehaddi Hilas in which he says: "I saw [name of a translator] ******* a kid, his age would be about 15 to 18 years. The kid was hurting very bad and they covered all the doors with sheets. Then when I heard screaming I climbed the door because on top it wasn't covered and I saw [name] who was wearing the military uniform, putting his **** in the little kid's ***-. and the female soldier was taking pictures." "These pictures show torture, abuse, rape and every indecency," Taguba told the Telegraph. Taguba's confirmation that the photos depict rape mean that President Obama could only have been lying when he claimed, "I want to emphasize that these photos that were requested in this case are not particularly sensational, especially when compared to the painful images that we remember from Abu Ghraib." As we reported last week, such horrors have been on the record for years, yet corporate media coverage of the Abu Ghraib scandal still frames the entire issue in the context that the "abuse" consisted merely of college fraternity-style humiliation and stacking prisoners in human pyramids. In reality, the very worst of the torture has never been seen and it includes raping women and children, as well as brutally beating detainees to death. Further details were also made public by New Yorker investigative journalist Seymour Hersh, who in July 2004 told an ACLU conference, "Some of the worst things that happened you don't know about, okay?" said Hersh. "Videos, there are women there. Some of you may have read that they were passing letters out, communications out to their men. This is at Abu Ghraib -The women were passing messages out saying "Please come and kill me, because of what's happened" and basically what happened is that those women who were arrested with young boys, children in cases that have been recorded. But after today's showing, in his latest column for the Journal of International Security Affairs, Mr. Peters seemingly treads very close to finding himself at odds with his journalistic colleagues. After all, reporters don't really like it when the editorial page calls for consideration of grinding them into bloody chunks as a matter of war policy. In his latest essay, in a segment titled "The killers without guns," Peters suggests that the media is responsible for "saving" Hamas in Gaza and Hezbollah in Lebanon, but that media had "failed to defeat" the U.S. government's charge toward Iraq. "Rejecting the god of their fathers, the neo-pagans who dominate the media serve as lackeys at the terrorists' bloody altar," he gallingly charges. It culminates: Pretending to be impartial, the self-segregating personalities drawn to media careers overwhelmingly take a side, and that side is rarely ours. Although it seems unthinkable now, future wars may require censorship, news blackouts and, ultimately, military attacks on the partisan media. Perceiving themselves as superior beings, journalists have positioned themselves as protected-species combatants. But freedom of the press stops when its abuse kills our soldiers and strengthens our enemies. In a 5-to-4 ruling, the court overturned its 1986 opinion in a Michigan case, which forbade the police from interrogating a defendant once he invoked his right to counsel at an arraignment or a similar proceeding. That 1986 ruling has not only proved "unworkable," Justice Antonin Scalia wrote for the majority, but its "marginal benefits are dwarfed by its substantial costs" in that some guilty defendants go free. Justice Scalia was joined by Chief Justice John G. Roberts Jr. and Justices Anthony M. Kennedy, Clarence Thomas and Samuel A. Alito Jr. In an angry dissent, Justice John Paul Stevens, who wrote the 1986 decision, said that contrary to the majority's assertion, that decision protected "a fundamental right that the court now dishonors." The ruling Tuesday was in the case of Jesse Montejo, who was sentenced to death for the murder and robbery of Louis Ferrari in September 2002. Mr. Montejo was arrested a day after Mr. Ferrari was found dead in his home in Slidell, La. Suspicion focused on Mr. Montejo because he was known to associate with a disgruntled former employee of Mr. Ferrari's dry-cleaning business. Mr. Montejo was read his Miranda rights, arising from the landmark 1966 Supreme Court ruling that a defendant must be told of his right to remain silent and to have a lawyer present virtually from the moment he is taken into custody. Under questioning, Mr. Montejo repeatedly changed his story, at first blaming the former employee, then admitting that he had shot the victim during a botched burglary. At a preliminary hearing, a judge ordered that a public defender be appointed. The timing is in dispute, but at some point Mr. Montejo was read his Miranda rights again and agreed to accompany detectives to locate the murder weapon, which he had indicated that he had thrown into a lake. During the trip, he wrote a letter of apology to the victim's widow, using paper and pen provided by the detectives. Only upon his return did Mr. Montejo meet with his lawyer, who was furious that his client had been questioned in his absence, and was further incensed when the letter was admitted as evidence at trial. Mr. Montejo's conviction was upheld by the Louisiana Supreme Court, which reasoned in part that the protections of the 1986 Michigan case should not apply to him because, in Louisiana as in many other states, lawyers are assigned automatically to indigent defendants, removing any question of whether Mr. Montejo specifically "requested" counsel at his arraignment. Tuesday's ruling was not a total defeat for Mr. Montejo, as the majority sent the case back to the state court, saying he should be allowed to pursue other grounds on which to have the incriminating letter suppressed. Further, the justices suggested, the police as well as the defendant gave inconsistent testimony, and those differences may have to be sorted out by the state court. Hass, a correspondent for the daily Ha'aretz, had been living and working in Gaza for months, reporting on the lives of Palestinians and revealing many devastating truths about the brutalized and besieged community. Journalists are forbidden to enter Gaza, upon orders from the Israeli military. Clearly, where there are reporters, there may be reports. Where there are reports, there may be knowledge. And when there is knowledge, especially about the Israeli policy of constant aggressive oppression of the Palestinian people, there is sure to be outrage. Truth and dissent are the eternal enemies of history's oppressors, therefore it is no surprise that Israel wishes to suppress knowledge and publicity of its own indefensible actions. International press organizations have long condemned Israel's media ban. Recently, in November 2008, journalists were prevented from acquiring travel visas required to cross into Gaza at the Erez checkpoint - the only entrance to the territory from Israel. Steve Gutkin, the Associated Press bureau chief in Jerusalem and head of the Foreign Press Association, said that the length of the media ban was unprecedented and that there was no "plausible or acceptable" explanation for the ban. The Foreign Press Association condemned the closure, saying: "We regard this as an unconscionable breach of the Israeli Government's responsibility to allow journalists to do their jobs in this region," further explaining that "the international media serve as the world's window into Gaza providing vital coverage of all aspects of Gazan life to news consumers around the world." At a time when Israel had sealed off almost all commercial and humanitarian crossing into the Gaza Strip, the reason was perfectly clear: "This is Israel's policy, to not show what's going on in Gaza," said Conny Mus, a reporter for Dutch television. Once the Israeli military began dropping bombs on the residents of Gaza in late December 2008, the freedom of the press to its job was even further curtailed as Israel instituted a complete media blackout. In its attempt to prevent reporters from telling the truth about the massacre in Gaza, the Israeli military defied a ruling from its own Supreme Court that would allow reporters access to the Strip. John Ging, Gaza operations director for the United Nations Relief and Works Agency, agreed: "For the truth to get out, journalists have to get in." In defense of limiting press freedoms, former spokesman for the Israeli army, Nachman Shai, claimed that full news coverage helps "the enemy," confuses and "destabilizes" the Israeli public. "Today, Israel is trying to control the information much more closely," he told The New York Times. Israel was intent on controlling public opinion based on its own propaganda, a decision made clear by Aviv Shir-On, deputy director general for media in the Israeli Foreign Ministry, who told the Times during the winter bombardment, "We are trying to coordinate everything that has to do with the image and content of what we are doing. We have talking points and we try to disseminate our ideas and message." The Foreign Press Association released another statement, as the Palestinian death toll in Gaza increased horrifically, condemning Israel's restriction of the press: "The unprecedented denial of access to Gaza for the world's media amounts to a severe violation of press freedom and puts the state of Israel in the company of a handful of regimes around the world which regularly keep journalists from doing their jobs." Controlling the message is vital for Israel and its apologists because truth, morality, and justice are inherently anathema to Zionism. In a telephone interview, Estulin re-iterated his original points about Bilderberg's 2009 agenda, which were released in a pre-meeting booklet to members. These include the notion that investors, whipped up into a false state of euphoria by the belief that the economy is recovering, are being suckered into ploughing their money back into the system as a set up for "massive losses and searing financial pain in the months ahead" as the stock market reverses its uptrend and plummets to new lows. One of Bilderberg's main topics of conversation at this year's meeting was whether to oversee a long period of economic stagnation or to quickly sink the economy with a rapid depression. Estulin called the "bank stress tests" recently conducted as being "little more than a shameless hoax based on the irrational assumption that the economy wont get as bad as it already is." Bilderberg are also intent in pushing through the Lisbon Treaty despite it being rejected by countries in Europe who allowed their population to vote on the issue, and are prepared to manufacture demonization campaigns against anti-EU pressure groups, namely the Libertas organization fronted by Declan Ganley. One of Bilderberg's primary concerns according to Estulin is the danger that their zeal to reshape the world by engineering chaos in order to implement their long term agenda could cause the situation to spiral out of control and eventually lead to a scenario where Bilderberg and the global elite in general are overwhelmed by events and end up losing their control over the planet. Estulin said that the economic crisis is a vastly greater threat than a mere recession and that, as long as the present structure of the global economy remains the same, it will ultimately lead to a massive population reduction of two thirds within a generation or two. Estulin said that such a massive crisis would bring many unknowns that "Scare and frighten some of the more savvy members of the Bilderberg inner circle who are wondering how far they have actually gone not only to destroy the world but perhaps even destroy themselves," adding that this subject was a topic of conversation at this year's meeting. Homeland Security and the FBI are behind the effort to indoctrinate and train the Boy Scouts to become tomorrow's Gestapo. "Our end goal is to create more agents," April McKee, a senior Border Patrol agent, told the Times. "Before it was more about the basics," said Johnny Longoria, a Border Patrol agent. "But now our emphasis is on terrorism, illegal entry, drugs and human smuggling." Is this the literal creation of Hitler-Jugend style youth brigades designed to act as the front line for eventual programs of mass internment and gun confiscation in the advent of a national emergency? In Nazi Germany, the Hitler Youth succeeded the Boy Scout movement. Hitler Youth training was militarized in comparison to the Boy Scout network, which was largely based around education. Boys aged fourteen and upwards, as well as a separate branch aged 10-14, were trained at preparatory schools to become future Nazi leaders. At its height in 1940, and after it had become mandatory to join, the Hitler Youth boasted no less than 8 million members. Apparently in a shift away from the traditional Boy Scouts activities of sports, camping, survival skills and team leadership, the government is now training children "to confront terrorism, illegal immigration and escalating border violence" under the banner of the Explorers program, with the aid of military-style exercises aimed at subduing insurgents. In one scenario, boys are trained how to conduct drug raids and take out an "obstreperous lookout". "Put him on his face and put a knee in his back," a Border Patrol agent explained. "I guarantee that he'll shut up." In other situations, Boy Scouts are trained to disarm "suspected terrorists" and subdue them, including Iraq war veterans. Scouts are trained to identify the enemy. In a competition in Arizona, one role-player wore traditional Arab dress. "If we're looking at 9/11 and what a Middle Eastern terrorist would be like," said A. J. Lowenthal, a sheriff's deputy in Imperial County, California, "then maybe your role-player would look like that. I don't know, would you call that politically incorrect?" Politically correct or not, Homeland Security and the FBI realize Arabs are not the enemy - "rightwing extremists" are. Last month, Infowars reported on a document produced by the Department of Homeland Security's National Infrastructure Coordinating Center identifying advocates of the Second Amendment, veterans, pro-life activists, and militia members as dangerous terrorists. A subsequent DHS document, entitled "Domestic Extremism Lexicon," pinpointed "antigovernment" types "rejecting federal authority in favor of state or local authority" as possible terrorists. The new Gestapo Boy Scouts program will train the new Hitler Youth - or Obama youth - for the challenges of a totalitarian globalist future. "Then following a successful prosecution we are able to take back the proceeds that they have accumulated from the last six years of crime."  ___    Military Police Document Reveals Integration with Local Law Enforcement Kurt Nimmo, Infowars, May 8, 2009 On May 5, the WikiLeaks website posted a document entitled "Concept of Operations for Police Intelligence Operations" produced by the U.S. Army and dated March 4, 2009. The 60 page PDF is a "For Official Use Only" intelligence manual from the U.S. Army's Military Police School. "PIO [Police Intelligence Operations] supports the homeland defense goals of detecting, deterring, preventing and defeating threats and attacks," the document states. "PIO supports the range of homeland defense operations and civil support protection capabilities. A CONUS [Contiguous United States] based PIO network that is integrated with local, country, tribal, state and federal, law enforcement entities will ensure a federated approach to enable a unified effort for defense support to civil authorities (DSCA) [Defense Support of Civil Authorities] as well as support (within legal constraints) development and exchange of data assisting in the production of watch lists that deny adversaries access to the homeland, fixed installations/facilities, or expeditionary forces in-transit." In short, the document explains how the U.S. military, in violation of the Posse Comitatus Act, has "integrated" with local law enforcement under the rubric of the GWOT, or so-called Global War on Terrorism. It stresses the need for military police to collect "information that identifies trends, patterns and associations that indicate a possible nexus disrupting or targeting Army operations" within the United States. The "criminal intelligence produced from this analysis should be focused on future coordination" with local law enforcement, again a direct violation of Posse Comitatus. In 2005, NBC revealed the existence of a DoD database containing information on the antiwar activities of American citizens. "A secret 400-page Defense Department document obtained by NBC News lists the Lake Worth meeting as a 'threat' and one of more than 1,500 'suspicious incidents' across the country over a recent 10-month period," Lisa Myers, Douglas Pasternak, and Rich Gardella reported on December 14, 2005. "Other documents obtained by NBC News show that the Defense Department is clearly increasing its domestic monitoring activities." According to Robert Dreyfuss, writing for Rolling Stone, the Pentagon has assembled a nationwide domestic spying machine that rivals the NSA's warrantless surveillance of telephone and email traffic. "Operating in secret, the Defense Department is systematically gathering and analyzing intelligence on American citizens at home - and a new Pentagon agency called Counterintelligence Field Activity (CIFA) is helping to coordinate the military's covert efforts with federal, state and local law enforcement agencies." The Pentagon insists the effort is aimed at preventing another attack by al-Qaeda, but as Dreyfuss notes "the military's efforts at domestic spying have caught few, if any, terrorists." In 2008, in response to negative publicity, the Pentagon's illegal CIFA unit was shuttered, or so the media was told. CIFA maintained a databased called TALON, short for Threat and Local Observation Notice. An ACLU Freedom of Information Act lawsuit in 2006 revealed that the Department of Homeland Security, the FBI's Joint Terrorism Task Force and local police departments had supplied the Pentagon with information that aided intelligence operations against the antiwar movement. It is not merely the antiwar movement the feds and the military are spying on. During the Tea Party antitax protests held last month, a number of people reported the presence of DHS' Federal Protective Service at the rallies. "The Department of Homeland Security has an important public safety mission," says spokesman Russ Knocke. "In a post 9/11 world, I think the public would be comforted to know that part of our mission is to maintain situational awareness of possible vulnerabilities to public safety or even security, such as, for instance, at large public gatherings. The department will, as a routine matter, maintain situational awareness of large public gatherings and share that with state and local partners." As it turns out, CIFA was not closed down. It was outsourced to QinetiQ, a major British-owned defense and intelligence contractor based in McLean, Virginia. "Pentagon 'outsourcing' of intelligence operations to corporations provide yet another layer of 'plausible deniability' to the DoD as it wages the administration's odious 'war on terror' against the American people," writes Tom Burghardt. During the Republican National Convention, military intelligence teamed up with federal, state, and local law enforcement to violate the civil liberties of Americans and disregard Posse Comitatus. In late 2008, WikiLeaks posted a DHS document detailing how security forces worked together during the RNC. Many federal, state and local organizations are mentioned in this document and a number of these agencies are military based. The "Concept of Operations for Police Intelligence Operations" document is instrumental because it provides additional information on how this "theater of operation" network operates. Intelligence "fusion cells," the document explains, are now more prevalent in "operational environments" and these cells enable "commanders to have a 'see, decide and act' advantage over criminal networks, terrorist groups, cells, and individuals [as noted above, consisting primarily of American citizens opposed to government policies] by ensuring police information and police intelligence is integrated as vital pieces of the overall battlefield visualization." As documented on the Infowars and Prison Planet website and covered by Alex Jones on his nationally syndicated radio show, military collaboration with local law enforcement has increased substantially since the false flag terror attacks of September 11, 2001. Most recently, military police have patrolled civilian events such as the Kentucky Derby and the Boston Marathon. DHS, federal agencies, and military police have participated in illegal (under Posse Comitatus) checkpoints in Tennessee, California, Texas, and elsewhere. The shadowy unit called the Fixated Threat Assessment Centre (FTAC) was covertly established in 2006. The unit includes the services of police psychiatrists. Why? For one very good reason, and one reason only: psychiatrists operate above the law. They can detain ANYONE AT ANY TIME AND FOR NO MORE REASON THAN THEIR STATED OPINION THAT THE PERSON MAY BE A DANGER TO THEMSELVES OR TO OTHERS. Once forcibly detained by a psychiatrist a person can be legally locked away forever and subjected to despicable "treatments" such as psychotropic drug regimes, lobotomies and electric shocking of the brain. They are not entitled to a trial of any sort, they need face no criminal charges. A person incarcerated by a psychiatrist has no rights whatsoever. Even Stalin had to produce his prisoners in court eventually. The miserable occupants of Guantanamo retain the certainty that one day they will face justice, or at least that they will have their day in court; the occupants of psychiatric prisons have no such comfort. It is a thin line that separates a rule of law democracy from a totalitarian dictatorship. The FTAC crosses that line. For many years our individual freedoms have been incrementally cut away. The FTAC rips the flesh off freedom and lays bare the bones of repression for all decent and honest people to see. The FTAC represents nothing less that the repeal of Habeas Corpus with its right of trial and its protection from arbitrary state detention. A Writ of Habeas Corpus orders that a prisoner is to be brought before a court so that the court can then determine whether that person is serving a lawful sentence or should be released from custody. The prisoner, or someone acting on behalf of the prisoner if he/she is being held incommunicado can petition the court or an individual judge for a Writ of Habeas Corpus. The justification for the extreme powers of FRAC is of course terrorism. Experience shows that the powers of the FTAC will be quickly exercised in a far wider sphere than even the most skeptical imagine. Once a law is enacted the very fact of its existence gives it respectability and thus acceptability. For years society casually turned a blind eye to the total lack of Human Rights for anyone labeled "mentally ill", never dreaming that the definition might one day be widened sufficiently to cover not only themselves, but everyone who may for any reason be deemed a threat by those in authority. Gonzales was taking part in an interview by MSNBC's Dan Abrams along with former Bush Attorney General John Ashcroft. The session was conducted at American Jewish University Apr. 27. Abrams repeatedly asked Gonzales if the techniques the Bush administration approved amounted to torture, and whether President Barack Obama was correct in releasing them. Gonzales said he disagreed with Obama's decision. "It does provide, in my judgment, important information to the enemy," Gonzales quipped. Then he provided a more notable remark. "And then secondly, to say that we have now discontinued these techniques," he continued, "they may be necessary in the future. And by disclosing it, means you take them off the table and they can never be used again." Asked if the techniques the CIA used on detainees -which included partial drowning, keeping detainees up for days and hurling them against plywood walls - were torture, Gonzales demurred. "I think that the U.S. government provided advice to CIA interrogators based upon the best legal reasoning by the lawyers in the Department of Justice," the former AG replied. "Was it torture, when that advice was given? No. Were the interrogations harsh? Yes. Did they save lives? Absolutely." Still, Gonzales hedged when asked if he thought the techniques were still considered legal. "Dan, when I served in the administration, the position of the administration was that under certain conditions and circumstances, this technique would be lawful," he said. But, he added later, "now, my understanding of the legal positions of the department has now been changed. So we can spend all evening debating the merits of a legal opinion of the Department of Justice, which by the way, opinions get changed- I don't want to say all the time-but it's not unusual to have opinions change and be modified as conditions change, as administrations change, as the Supreme Court renders a decision, opinions change." Gonzales also appeared to lightly snub Vice President Dick Cheney. Questioned about Cheney's remarks last month that Obama is "making some choices that in my mind will in fact raise the risk to the American people of another attack," Gonzales seemed to disagree. In an article entitled How to Deal with Swine Flu: Heeding the Mistakes of 1976, the piece discusses how dozens died and hundreds were injured from vaccines as a result of the 1976 swine flu fiasco, when the Ford administration attempted to use the infection of soldiers at Fort Dix as a pretext for a mass vaccination of the entire country. Despite acknowledging that the 1976 farce was an example of "how not to handle a flu outbreak," the article still introduces the notion that officials "may soon have to consider whether to institute draconian measures to combat the disease." Later we discover exactly what this will entail, namely "when to institute mass vaccination programs," according to Howard Markel, director of the Center for the History of Medicine at the University of Michigan and a historical consultant to the CDC on flu pandemics. Markel notes that the less politically combustible situation in America today compared to the post-Watergate era of Ford would make such draconian measures more achievable. "Even so, he says, citizens still need to trust that the government is working for the greater good," adds the article. "The American public has to be forgiving and patient and do [their] part too," according to Markel. Americans would indeed have to be very trustworthy and ultimately forgiving in taking a vaccine by government decree manufactured by a company that was been caught red-handed contaminating their vaccines with far deadlier viruses than swine flu. As we reported yesterday, Baxter International confirmed over the weekend that it is working with the World Health Organization on a potential vaccine to curb the deadly swine flu virus that is blamed for scores of deaths in Mexico and has emerged as a threat in the U.S., reports the Chicago Tribune. As reported by multiple sources last month, including the Times of India, vaccines contaminated with deadly live H5N1 avian flu virus were distributed to 18 countries last December by a lab at an Austrian branch of Baxter. Since the probability of mixing a live virus biological weapon with vaccine material by accident is virtually impossible, this leaves no other explanation than that the contamination was a deliberate attempt to weaponize the H5N1 virus to its most potent extreme and distribute it via conventional flu vaccines to the population who would then infect others to a devastating degree as the disease went airborne. In addition, NORTHCOM participated in a nationwide Joint Chiefs of Staff-directed exercise code-named Exercise Ardent Sentry 06 to rehearse cooperation between Department of Defense and local, state, federal agencies, and the Canadian government. In 2005, then president Bush shifted U.S. policy on avian flu and pandemic influenza and placed the U.S. under international guidelines. "The policy shift was formalized Sept. 14, 2005, when Bush announced a new International Partnership on Avian and Pandemic Influenza to a High-Level Plenary Meeting of the U.N. General Assembly, in New York," Jerome Corsi wrote in September, 2007. "The new International Partnership on Avian and Pandemic Influenza was designed to supersede an earlier November 2005 Homeland Security report that called for a U.S. national strategy that would be coordinated by the Departments of Homeland Security, Health and Agriculture." In other words, any U.S. response to an avian flu pandemic would be directed under WHO, WTO, U.N. and NAFTA directives. Congress and U.S. agencies would be cut out of the picture. "The U.N.-WHO-WTO-NAFTA plan advanced by SPP features a prominent role for the U.N. system influenza coordinator as a central international director in the case of a North American avian flu or pandemic influenza outbreak," Corsi adds. Dr. David Nabarro, WHO executive director of sustainable development and health environments, was appointed the first U.N. system influenza coordinator. In 2005, Nabarro said during a press conference that his number one priority was to prepare for the H5N1 virus, known as the avian flu. Nabarro played into the global fear that an epidemic was inevitable. "I'm not, at the moment at liberty to give you a prediction on numbers, but I just want to stress, that, let's say, the range of deaths could be anything from 5 to 150 million," said Nabarro. On March 8, 2006, during a U.N. press conference Nabarro predicted an outbreak of the H5N1 virus would "reach the Americas within the next six to 12 months." On Monday, UN Secretary-General Ban Ki-moon stoked the fear of a global flu pandemic. He said the Mexican flu outbreak is the "first test" of the "pandemic preparedness work undertaken by the international community over the past three years." Ban Ki-moon said if "we are indeed facing a pandemic, we need to demonstrate global solidarity. In our interconnected world, no nation can deal with threats of such dimension on its own." For Ki-moon and the global elite, "global solidarity" in "our interconnected world" translates into yet another push for world government. Ki-moon's dire warning falls on the heels of the G20 summit where plans were announced for implementing the creation of a new global currency to replace the U.S. dollar's role as the world reserve currency. British Prime Minister Gordon Brown and others repeatedly called for "global governance" and a "New World Order." The current flu pandemic hype serves as punctuation mark between the G20 held in London and the upcoming one to be held in Italy in June. "The G20 summit has agreed to try to kick start stalled Doha trade liberalization talks at the next G8 meeting," Reuters reported on April 2. So-called "trade liberalization" is code for the neoliberal plan to "privatize" public and private industries around the world, impose "flexibilization" of labor markets (create massive unemployment), "deregulate" consumer and financial markets, and foster foreign buyouts, layoffs, wage cuts, transient employment, higher prices, and potentially destabilizing capital flows. Clues that the virus may be a synthetic creation are already manifesting. According to reports, the virus is a "never-before-seen form of the flu that combines pig, bird and human viruses" which consists of an intercontinental mix of viruses from North America, Europe and Asia. "CDC officials detected a virus with a unique combination of gene segments that have not been seen in people or pigs before," according to an Associated Press report. "This strain of swine influenza that's been cultured in a laboratory is something that's not been seen anywhere actually in the United States and the world, so this is actually a new strain of influenza that's been identified," said Dr. John Carlo, Dallas Co. Medical Director. Alarming reports are now filtering in about people catching the illness who have had no contact with pigs whatsoever. These include a man and his daughter in San Diego County, a 41-year-old woman in Imperial County and two teenagers in San Antonio, Texas. In fact, in all U.S. cases, the victims had no contact with any pigs. Dr. Wilma Wooten, San Diego County's public health officer, told KPBS "We have had person-to-person spread with the father and the daughter," says Wooten, "And also with the two teenagers in Texas, they were in the same school. So that also indicates person-to-person transfer." "Dr. Wooten says it's unclear how people were exposed to swine flu. She says none of the patients have had any contact with pigs," according to the report. Although the situation in the U.S. looks under control, panic is spreading in Mexico, where 800 cases of pneumonia in the capital alone are suspected to be related to the swine flu and the virus has hit young and healthy people, which is very rare with an flu outbreak. Despite the danger of a pandemic, the U.S. border with Mexico remains open. "Mexico has shut schools and museums and canceled hundreds of public events in its sprawling, overcrowded capital of 20 million people to try to prevent further infections," reports Reuters. "My level of concern is significant," said Dr. Martin Fenstersheib, the health officer for Santa Clara County. "We have a novel virus, a brand-new strain that's spreading human to human, and we are also seeing a virulent strain in Mexico that seems to be related. We certainly have concerns for this escalating." The WHO insists that the outbreak has "pandemic potential" and has been stockpiling supplies of Tamiflu, known generically as oseltamivir, a pill that can both treat flu and prevent infection, according to officials. Government officials in France went to prison for allowing the drug to be distributed. The documents show that the FDA colluded with Bayer to cover-up the scandal and allowed the deadly drug to be distributed globally. No Bayer executives ever faced arrest or prosecution in the United States. Monsanto files suit against Germany over GM ban: MON810 maize is genetically engineered to produce Bacillus thuringiensis, which is toxic to the corn borer pest. Permitted in Europe since 1998 for animal feed, it is marketed as a way to save farmers money on insecticides and other pest controls. However German agriculture minister Ilse Aigner claimed last week that she had "legitimate reasons" to believe the maize to be a danger to the environment - and believes the Environment Ministry to agree with the view. Although MON810 has been permitted in Germany since 2005, she scrapped plans for 3,600 hectares (8,892 acres) to be planted in the eastern states for this summer's harvest. Now the biotech giant has hit back, according to a Reuters article, filing a lawsuit against the Germany government in the administrative court in Braunschweig, northern Germany. The wire quotes a spokesperson for Monsanto as saying the ban is "arbitrary". A clause in EU law does allow member states to impose such a ban, but Monsanto claims they can only do so once a plant has already been approved if new scientific evidence has come to light. If the outcome of the lawsuit is in Monsanto's favour, the cost to the German government has been estimated at between 6m and 7m Euros. France also invoked the clause on new scientific evidence that cast doubt over its safety last year.... Other countries to implement bans are Hungary and Austria. Last month European ministers voted - for the fourth time - against forcing these countries to lift their bans, despite EFSA's view. Makes trying to refuse those sprouts at dinner seem familiar? In the past 10 years I have collected reports of many instances of draconian punishments, including the arrest and criminal prosecution of children, for thought-crimes and offences against political correctness. In September 2006, a 14-year-old schoolgirl, Codie Stott, asked a teacher if she could sit with another group to do a science project as all the girls with her spoke only Urdu. The teacher's first response, according to Stott, was to scream at her: "It's racist, you're going to get done by the police!" Upset and terrified, the schoolgirl went outside to calm down. The teacher called the police and a few days later, presumably after officialdom had thought the matter over, she was arrested and taken to a police station, where she was fingerprinted and photographed. According to her mother, she was placed in a bare cell for 3 1/2 hours. She was questioned on suspicion of committing a racial public order offence and then released without charge. The school was said to be investigating what further action to take, not against the teacher, but against Stott. Headmaster Anthony Edkins reportedly said: "An allegation of a serious nature was made concerning a racially motivated remark. We aim to ensure a caring and tolerant attitude towards pupils of all ethnic backgrounds and will not stand for racism in any form." A 10-year-old child was arrested and brought before a judge, for having allegedly called an 11-year-old boya "Paki" and "bin Laden" during a playground argument at a primary school (the other boy had called him a skunk and a Teletubby). When it reached the court the case had cost taxpayers pound stg. 25,000. The accused was so distressed that he had stopped attending school. The judge, Jonathan Finestein, said: "Have we really got to the stage where we are prosecuting 10-year-old boys because of political correctness? There are major crimes out there and the police don't bother to prosecute. This is nonsense." Finestein was fiercely attacked by teaching union leaders, as in those witch-hunt trials where any who spoke in defence of an accused or pointed to defects in the prosecution were immediately targeted as witches and candidates for burning. A primary school receptionist, Jennie Cain, whose five-year-old daughter was told off for talking about Jesus in class, faces the sack for seeking support from her church. A private email from her to other members of the church asking for prayers fell into the hands of school authorities. Plans for Mass Graves Confirmed: Government Surveying Cemetery Readiness for Flu Outbreak    Aaron Dykes / Jones Report, Friday, April 3, 2009 The State of New York Division of Cemeteries has sent out "Mass Fatality forms" to cemeteries in that state to collect data about their ability to deal with the high volume of casualties that would occur if their were a flu pandemic or other disaster. The form letter that this office received was dated April 4, 2007 [pdf], so clearly preparation for such disasters has been ongoing for some time. Along with other data, cemeterians were asked in this survey: "Should a prolonged mass fatality disaster or pandemic flu occur in your community would your cemetery be able to provide temporary or permanent internment space for a significant number of disaster or flu deaths in additional to your current burial services?" Cemetery owners were also asked to detail the business structure and capacity of their facilities, including proximity to roads, train lines and airfields. The Division of Cemeteries requested data to calculate the number of acres that could be made available "at 950 graves per acre." It is clear that emergency and disaster forces are being mobilized at the state and federal level. There is no data to predict what disasters could come- forces of nature, false-flag attacks, biological attacks/ flu outbreaks, quarantines etc. However, a pattern of data including news items, reports, photos and tips have all pointed to an incremental gearing up for a cataclysmic situation that includes mass casualties. "California Governor Arnold Schwarzenegger said a make-shift tent city for the homeless that sprang up in the capital city of Sacramento will be shut down and its residents allowed to stay at the state fairgrounds," reports Bloomberg News. Homeless people will be moved to the the state facility known as Cal-Expo as the Sacramento City Council last night agreed to spend $880,000 to expand homeless programs. "Together with the local government and volunteers, we are taking a first step to ensure the people living in tent city have a safe place to stay, with fresh water, healthy conditions and access to the services they need," Schwarzenegger said in a statement. "And I am committed to working with Mayor Johnson to find a permanent solution for those living in tent city." That "permanent solution" has some people worried that many more Americans could be interned against their will in the event of widespread rioting and the implementation of martial law. Legislation currently working it's way through Congress mandates the establishment of "national emergency centers" to be located on military installations. The purpose of such facilities is to provide "temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster," the expansion of which under FEMA is codified under HR 645, otherwise known as the National Emergency Centers Act. Ominously, the bill states that the camps can be used to "meet other appropriate needs, as determined by the Secretary of Homeland Security," an open ended mandate which many fear could mean the forced detention of American citizens in the event of widespread rioting after a national emergency or total economic collapse. The issue of containment camps re-gained national attention three years ago when it was announced that Kellogg, Brown and Root had been awarded a $385 million dollar contract by Homeland Security to construct detention and processing facilities in the event of a national emergency.   The language of the preamble to the agreement veils the program with talk of temporary migrant holding centers, but it is made clear that the camps will also be used "as the development of a plan to react to a national emergency." ___ It's a well known fact now that population reduction (in a big way) is part of the Elite's agenda. Porritt's call will come at this week's annual conference of the Optimum Population Trust (OPT), of which he is patron. The trust will release research suggesting UK population must be cut to 30m if the country wants to feed itself sustainably. Porritt said: "Population growth, plus economic growth, is putting the world under terrible pressure." "Each person in Britain has far more impact on the environment than those in developing countries so cutting our population is one way to reduce that impact." Population growth is one of the most politically sensitive environmental problems. The issues it raises, including religion, culture and immigration policy, have proved too toxic for most green groups. However, Porritt is winning scientific backing. Professor Chris Rapley, director of the Science Museum, will use the OPT conference, to be held at the Royal Statistical Society, to warn that population growth could help derail attempts to cut greenhouse gas emissions. Rapley, who formerly ran the British Antarctic Survey, said humanity was emitting the equivalent of 50 billion tons of CO2 into the atmosphere each year. "We have to cut this by 80%, and population growth is going to make that much harder," he said. Such views on population have split the green movement. George Monbiot, a prominent writer on green issues, has criticised population campaigners, arguing that "relentless" economic growth is a greater threat. Many experts believe that, since Europeans and Americans have such a lopsided impact on the environment, the world would benefit more from reducing their populations than by making cuts in developing countries. Writing in the London Observer yesterday, Gordon Brown outlined how large numbers of staff on rail networks, at airports, shopping centres, public buildings and sports venues are already being groomed by MI5 and the police and trained to watch for "suspicious behaviour". "We should be under no illusion that the biggest security threat to our country and other countries is the murderous agents of hate that work under the banner of al-Qaida," Brown wrote. "Today, not only the police and security and intelligence officers and our armed forces, but also the emergency services, local councils, businesses and community groups are involved in state-of-the-art civil contingency planning," he continued. "Tens of thousands of men and women throughout Britain - from security guards to store managers - have now been trained and equipped to deal with an incident and know what to watch for as people go about their daily business in crowded places such as stations, airports, shopping centres and sports grounds." Further reports have indicated that the training also involves evacuation and crowd-control procedures. The home secretary, Jacqui Smith, commented; "What we're completely clear about is that if we're going to address the threat from terrorism, we need to do that alongside the 60,000 people that we're now training up to respond to a terrorist threat, in everywhere from our shopping centres to our hotels. This is no longer something you can do behind closed doors and in secret." The initiative continues the government's trend of utilising the public and their jobs as part of so called strategies against terrorism and crime. For several years now, reports have consistently emerged concerning the ongoing move to hand over new powers enacted under anti-terrorism legislation to town hall bureaucrats and lowly council workers. "Don't rely on others. If you suspect it report it," the Metropolitan Police press release states. "Londoners are being asked to trust their instincts and report suspicious behaviour to help combat terrorist activity." The posters will be displayed in newspapers, at tube and rail stations as well as on the back of buses. A suitably Stasi-like radio ad has also been produced. A second poster has been produced outlining how returning the ever-watching gaze of one of the 4.2 million CCTV cameras in the UK should also be considered suspicious behaviour. Staring back at big brother is a no-no, the authorities can watch you but you cannot look back at them - you must practice cognitive dissonance or engage in "doublethink" as Orwell called it, pretending that the cameras are not even there. This is somewhat difficult to avoid, however, considering there is one camera for every 14 people in Britain. A post on BoingBoing.net highlights the insidious and disturbing nature of this campaign: Even worse, though, is the idea that you should report your neighbors to the police for looking at the creepy surveillance technology around them. This is the first step in making it illegal to debate whether the surveillance state is a good or bad thing.
